We are a collaboration of the three Louisiana Community and Technical Colleges that support the 21 parishes of North Louisiana. Our mission is to help our community partners develop customized training plans to meet the expectations of both today and tomorrows business needs.
Meet The Team
Kevin Cuppia is the Chief Executive Officer of the Workforce Training Alliance, a collaboration between the three Community and Technical Colleges supporting all of north Louisiana. He has been in this role since July 2022. Prior to joining the Workforce Training Alliance, Cuppia has 24 years of progressive senior Human Resources leadership experience, primarily focused on employee training and development and labor relations. Cuppia last served as the Sr. HR Manager for Graphic Packaging’s Monroe, LA carton facility. In addition, Cuppia has supported the Human Resources function in the following industries, Banking, Telecommunications, Automotive, Advertising and building materials.
Outside of his professional career, Cuppia serves on the Board of Directors for the United Way of Northeast Louisiana.
Cuppia currently resides in West Monroe, LA with his wife and 2 boys.

Holly Sanders joined the WTA team in January 2023 bringing over 18 years of grant writing and managing experience specializing in Incumbent Worker Training Program grants. Holly enjoys helping organizations develop training plans and developing longstanding relationships with clients in multiple industrial sectors. Holly is from West Monroe and received her MA from the University of Louisiana Monroe and BS from Louisiana Tech University. Holly is a member of Faith Church of West Monroe.

Kimberly Owens is our Business Solutions Specialist. As the BSS, she oversees and manages the Workforce Training Alliance office, and works with industry partners to develop training plans and increase their workforce training within the community colleges. Kimberly received her Bachelor of General Studies degree from the University of Louisiana, Monroe. She is a certified CPR/AED/First Aid Instructor through the American Heart Association. She is also an OSHA Authorized General Industry Outreach Instructor and recently completed her training and obtained her Certificate for Occupational Safety Managers. Kimberly is an energetic and engaging individual with a broad perspective of business, customer service, and relationship building with 25 years of client relations and management experience. Kimberly enjoys helping clients develop training plans and provides excellent customer service to foster and maintain long term relationships. Her areas of expertise include team building, safety, customer service. Kimberly has provided training for companies such as Boise Cascade, Foster Farms, Ardagh Glass and numerous others.
